Praveen Kumar

Shri Praveen Kumar is a 1987 batch Indian Defense Accounts Service Officer (IDAS:1987), a Group ‘A’ Central Civil Service of Govt. of India, retired on superannuation from the Post of Special Controller General of Defence Accounts in the (Apex Level) from the office of the Controller General of Defense Accounts (CGDA) Govt. of India.

Shri Kumar holds a Post Graduate Diploma in Business Management (PGDBM) from MDI, Gurugram, under the National Management Programme and a Bachelor of Technology (B.Tech) from the Indian Institute of Technology (IIT), Kanpur.

Shri Kumar has a proven track record of excellence in various capacities while working in different Ministries and Departments of GOI contributing to diverse initiatives and projects. He has worked in Ministry of Defence in Capital Acquisition Wing dealing with acquisition of Capital Assets for Indian Air Force. He was empaneled at JS level and worked in the Ministry of Chemical and Fertilizers as CMD (JS Level) of Indian Drugs and Pharmaceuticals Ltd and provided strategic leadership to pharma PSU overseeing the production and distribution of critical pharmaceutical products to meet the nation's healthcare needs. He has also handled two other pharma companies namely HAL, Pune and RDPL, Jaipur as Managing Director.

He has expertise and indepth knowledge about defence pension, having served as Principal Controller of Defence Accounts, Prayagraj and managed an office of more than 1200 employees. Under digital India initiative, he implemented paperless e-PPO (Pension Payment Order) for sanction of pension and implemented revision of pension through electronic mode and issued revised e-PPO for more than 17 lakhs pre-16 defence pensioners.

He was involved in framing the rules for successful formulation and implementation of the "One Rank One Pension" for defence pensioners and was responsible for the development and implementation of the SPARSH project which is an online pension sanction disbursement system of the Ministry of Defence. SPARSH is a portal based system and catering to more than 29 lakhs Defence pensioners. SPARSH is fully functional. He is adept at leading and collaborating with multidisciplinary teams to achieve organizational goals. He has extensive experience on HR side also having served as Senior Jt.CGDA(Admin) in HQr office and dealt with cadre management of entire IDAS cadre, their promotion, deputation, transfer posting etc.  Implemented e-office in CGDA HQrs, introduced online APAR system for all Group ‘A’, ‘B’, ‘C’ officials of Defence Accounts Department.

Earlier, he has worked as Dy. Financial Adviser in MHA (CRPF) and Integrated Financial Adviser (IFA) to GOC in C, Northern Command of Indian Army, rendering financial advice to GOC in ‘C’ on Procurement of Stores and specialized equipments, clothing items for High Altitude (Siachen), etc.
